A Texas man was caught on video committing an unbelievable act of animal cruelty but was brought to justice after a concerned citizen intervened.

59-year-old Mario Cardona, of Mission, Texas, was arrested after his neighbor, Melissa Torrez, captured video evidence of him dragging his dog behind him as he rode down the sidewalk on a motorized scooter.

Torrez was leaving her home when she witnessed Cardona's German Shepherd dog being dragged by a leash behind the scooter for about two blocks. When confronted, Cardona allegedly yelled at Torrez to mind her own business, stating that because it's his dog, he can do what he wants. Regardless, Torrez kept filming.

Thanks to the video, Mission PD was able to identify the abuser, who was then arrested and charged with animal cruelty. Torrez's mother, Veronica, says that she is proud of her daughter's decision to intervene and confront the dog's abuser in the act. Rather than turn a blind eye, Melissa's actions resulted not only in justice served, but the safe removal of the dog from an obviously abusive household.

In addition to the incriminating evidence captured by Torrez, hundreds of calls phoned in by local residents and other concerned citizens prompted the police department to act quickly, a decision that may have ended up saving the dog's life. Instances like this just go to show that when voices come together, they will be heard.

Cardona is currently being held under a $10,000 bond. The German Shepherd has since been seized by animal control services and is said to be healthy and doing well despite the trauma she underwent.
